The "Rule on the application of the purchase concession" was approved by the Decision No. 495 of the Cabinet of Ministers of the Republic of Azerbaijan dated December 30, 2023. According to the rules, when the proposals for participation in state procurement are evaluated by the procurement commission, a discount of up to 20 percent is applied to the prices offered for the procurement subject of local origin.
The local origin of the goods is determined as a result of the examination conducted based on the application to the Consumer Goods Expertise Center of the legal and natural persons who want to participate in the purchase, and according to the result, an opinion on the origin of the goods is presented to the customer within 5 working days from the date of registration of the application.
The goods are considered local if the total amount of local raw materials and materials used in the production of the offered goods, as well as the local labor force, is more than 50 percent.
