Amirjanov Rovshan Jalil
He was born on May 8, 1975 in Baku.
In 1994, he studied Turkish at the Turkish Language Teaching and Research Center of Gaziantep University in Gaziantep, Republic of Turkey.
In 1994–2001, he received higher education in "Public Administration" at the Faculty of Economics and Management Sciences of Selcuk University in Konya, Republic of Turkey.
From 2011 to 2013, he studied gemology in full-time and part-time at the Gemological Institute of America (GIA) in Moscow, Russian Federation, in the program "Diamonds and Diamond Grading", as well as the Diamond Evaluation Program at the Moscow Gemological Institute.
He began his career in Turkey. In 2001–2002, he worked as a regional manager at Zengin Turizm LTD. ŞTİ in the Antalya region of Turkey.
From 2002 to 2006, he worked as a marketing and design specialist at "GABE Tourism and Construction LTD. ŞTİ" in Antalya, Turkey.
From 2006 to 2009, he worked as a manager for precious metals and gemstones at Nicole Gems LLC in Almaty and Aktobe, Kazakhstan, and from 2007 to 2009, he was the director of the regional office of the Kcell mobile communications operator in Aktobe, Kazakhstan.
In 2010–2013, he was appointed as a leading consultant-ascertainer in the expertise, analysis, grading and hallmarking department of the State Service for Control over Precious Metals and Precious Stones of the Ministry of Finance of the Republic of Azerbaijan.
In 2011, he was awarded the 3rd class civil servant qualification. In 2013, he worked as an expert in the evaluation of precious metals at Demirbank OJSC, and also as a human resources specialist at Demir IT LLC.
From 2014 to 2019, he held various leadership positions at the State Committee for Standardization, Metrology and Patents.
In 2014, he was appointed as a leading consultant in the quality control department of construction materials and mechanical engineering products of the State Supervision Service for Technical Regulation and Standardization under the Committee.
In 2015, he was appointed as a senior consultant in the department for monitoring the requirements of regulatory documents for standardization in service sectors.
In 2016, he was appointed as the head of the registry sector for conformity assessment of the Registry and Cadastre Department of the Committee's Office. In the same year, he was appointed as the deputy head of the Technical Regulation and Standardization Department of the Committee's Office.
In 2016, he was awarded the professional title of 1st class civil servant.
From 2017 to 2019, he served as the Director of the Administrative Department of the public legal entity "Azerbaijan Institute of Standardization".
From 2019 to 2025, he worked as a senior specialist in the sales and project management, as well as investment and data analytics sectors of the Strategic Planning and Business Development Department at AzerGold CJSC, and later in the export, strategic analysis and planning sector of the Strategic Planning and Project Management Department. Since 2021, he has been the chairman of the standardization technical committee on "Precious metals and precious stones" established by the "Azerbaijan Standardization Institute", which is subordinate to the State Service for Antimonopoly and Consumer Market Supervision under the Ministry of Economy.
Since 2023, he has been a member of the Board of Directors and Deputy Chairman of the "Azerbaijan Jewelers Association" Public Union.
Since 2023, he has been a member of the international technical committee ISO/TC 174 "Jewelry and precious metals".
In 2025, he was appointed as an advisor to the director at the "Center for Consumer Goods Expertise" LLC, under the supervision of the State Agency for Antimonopoly and Consumer Market Supervision.
Since December 11, 2025, he has been serving as Deputy Director of the Center.
He is a member of the New Azerbaijan Party.
He is married.
