Khalilov Emil Vahid oglu

He was born on October 13, 1985.

From 2002 to 2006, he studied at the Faculty of Law of the Academy of Public Administration under the President of the Republic of Azerbaijan.

In 2018, he graduated from the training program “Strategic Leadership Management in Corporate Law Sector” at “IAE Paris - Sorbonne Business School” in Paris, France.

In 2023-2024, he received a master's degree in "Master in Artificial Intelligence for Public Services" (AI4GOV), organized with the financial support of the European Union, in Madrid, Spain (Universidad Politecnica de Madrid) and Milan, Italy (Politecnico di Milano).

From 2007 to 2011, he worked as a lawyer and chief lawyer at DemirBank OJSC.

From 2012 to 2020, he worked as a senior lawyer, head of the Corporate Law Department, and director of the Legal Department at ExpressBank OJSC.

In 2020-2022, he served as a member of the Board of Directors of the "Education Quality Assurance Agency", which operates under the Ministry of Education of the Republic of Azerbaijan.

In 2022-2023, he worked as the Head of the Department of Legal and Document Work at the "Center for the Development of Electronic Government", which operates under the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan.

In 2023-2024, he worked as an advisor to the Executive Director of the public legal entity "Medical Territorial Units Management Association".

From 2024 to 2026, he worked as the head of the Legal, Human Resources and Documentation Department of the "Innovation and Supply Center" of the public legal entity "Medical Territorial Units Management Association".

Since February 11, 2026, he has been working as the Director of the "Center for Expertise of Consumer Goods" Limited Liability Company under the State Agency for Antimonopoly and Consumer Market Supervision under the President of the Republic of Azerbaijan.

He is married and has 3 children.
