REX - Exporter registration system

General information about "REX" system

 

The Exporter Registration System (REX) is a system of certification of the origin of goods based on the principle of self-certification within the framework of Preferential Trade Agreements by the European Union. The system was implemented for the first time as of January 1, 2017 within the Generalized System of Preferences (GSP) of the European Union, Norway and Switzerland as an institution that provides unilateral tariff preferences (concessions) in relation to developing countries by the union and the mentioned countries. The REX system was developed by the European Commission and is available to EU member states, beneficiary countries of the GSP system, and other EU trade partners, including Norway, Switzerland and Turkey. The system refers to the software that is used over the internet based on the username and password provided under specific conditions. In order to use the REX system, it is necessary to provide a device with access to the Internet. The main functions of the "REX" system include the following:

 

> Registration of exporters: in order to benefit from the preferences offered by the GSP system, exporting organizations fill out a special application form in the system and send it to the authorized                    organization through the system in order to obtain the status of a registered exporter. The authorized organization registers these exporters after verifying the application form and ensuring its                      completeness and correctness. After this process is completed, registered exporters are provided with a registration number (REX number) by the competent authority.

 

> Making changes in registration data: After registration, the exporter is obliged to submit this information to the authorized organization if there are any changes in his registration data. After receiving this      information, the competent authority updates and revalidates the registration information of that exporter in the REX system.

 

> Canceling the registration of exporters in the system: In certain cases, the registration of the exporter registered in the system can be canceled by the authorized organization. This can mainly be the case        if the exporter ceases to operate or is found to have submitted false information.

 

By using the three main functionality elements mentioned, the authorized organization is directly responsible for the freshness and completeness of the data contained in the REX system.

 

The REX system has been applied by the EU in three directions according to its scope: 

> within the EU;

> between the EU and other countries and territories (zones);

> Between the EU, Norway and Switzerland and the countries that are beneficiaries of the GSP system of the EU, Norway and Switzerland.

 

The Republic of Azerbaijan is not a participant of the GSP and GSP+ systems of the EU, however, the mentioned system can be used to determine the country of origin of goods during export to these countries.

 

Currently, our country participates in the standard GSP system applied only by Norway and Switzerland within the framework of the REX system, and the preferences (concessions) offered in this framework are used.

The REX system is applied to increase the access opportunities of competitive non-oil products to new markets, to use the Generalized System of Preferences (GSP) applied by Norway and Switzerland for exporters in our country. So, in the REX system, the relevant institutions of the partner countries will be able to use these opportunities by registering the country's exporters.
